Jackman2: the travel rule only apply to VASP (exchanges in your example). You can break the travel rule obligations by simply sending to your personal wallet in between. You don't need a non-FATF-compliant exchange for that.

One solution to this could be to have the amount of users statically determined with each release, and then use that instead of n transactions

so instead of saying, find N transactions out of k (where N is hardcoded), say "find N/n*k transactions out of k" (where n is the total estimated user count)

Unless I am misreading something, this exact problem was analysed in the MRL-0001 paper in 2014: web.getmonero.org/resources/research-lab/pubs/MRL-0001.pdf

With 10 mixins, one such attack would have to control ~90% of the available tx outputs to uncover 1% of the new transactions over a specified time frame, so as long as at least 10% of the network is made of legit transactions, the odds of them pulling that off is relatively low

However, 100$/day in transaction fees is a pretty low entry barrier for such an attack
