at the same time, a big complaint about monero is how tx are bigger than bitcoin, so maybe the vision of constant progress is more useful than as-yet unquantified benefits from marginally bigger ring sizes

As for increasing to ring 13 after CLSAG in favor. I would possibly consider a further increase to ring 17 after six months

Increasing the ring size small amounts to say 13 or even 17 is more than marginal because it compounds with churning
