It is. Ryzen CPUs are very good at it. ARM are more energy efficient.

been a minute since I did that but I'm pretty sure I just moved data.mdb and left everything else behind, including lock file

I would say just copy over, don't delete anything form the original folder until you're sure the new setup is working
