--out-peers by default is 8, i've got mine set to a ridiculously high number, but i guess out peers are kinda useless compared to In-peers and useful only for syncing my blockchain. Im only sending packets to in-peers?

aum, monerod even warns you when you fist start syncing that a spinning disk will be painfully slow. Once it's synced though you'll be fine.
