Its obviously run by the NSA. They can't list a contact address because it's secret. Also they don't need to use https because they know it's useless. But should be totally legit.. I submitted a brute force algorithm breaking monero. It takes a while to come up with a solution, but it provably correct. I'm waiting for my 1.5M to arrive now.
