lol, I'm just now realizing how switching to bootstrap changes a lot of things. I guess bootstrap doesn't allow you to change the tx fees too?

hello.. I have to easy question about XMR buying and cold storage.. 1. As of today which "trusted" exchanges provide XMR buying not using crypto (Kraken, Bitfinex, ..?) but USD/EUR/PayPal/CC? 2. If we are talking about an amount of XMR between 1k and 100k USD what storage solution is the best?

AFAIK kraken and bitfinex have fiat/monero pairs.

mfoolb: kraken allow bank transfers and allow you to exchange straight to xmr, instead of going to btc first and then to xmr. i wouldn't ever trust bitfinex though lol

also Kraken allow OTC trading if you are buyinf on the order of 100k USD or more I think

And a HW wallet (trezor/ledger nano S or X) seems to be a recommended way to store Monero. Alternatively you can be as safe with a properly generated paper wallet - HOWEVER, it takes a bit of extra work to spend/move the funds later, without opening yourself to the possibility of issues if your computer is infected at the time of movement.

i would keep most of it on a paper wallet, and then just a small amount on a ledger so that i can easily access it

It is still a bit convoluted, but I think that at least for large sums managed by organizations, multi-sig is an important mitigation against internal threats.
