Just setup a hard exit node in a non-regulated country, and proxy your traffic there.

VPS' are quite cheap for that purpose, I used to have several for work, as I had to test some EU gambling sites, and they hard-ban US IP's, even the corportate ones that are supposed to test their deployments. :P

No idea which ones they're regulating/deregulating. If I had to choose, I'd probally go with some of the various EU locations. It sounds like the UK is out, possibly germany? Tor Browser will tell you where you're exiting if you want to poke around some.
