Incognito, as in that 80+ % pre-mined coin? Monero is tracking Bitcoin movement pretty close, with Monero being a bit stronger.

Is it possible to use certificates as access control? A certificate has to be signed by a specific CA certificate.

You can use certificates. I think vtnerd might have added "signed by this CA" mode. I added "these certs are whitelisted".

There is "signed by any CA" mode, but that's dangerous (basically it protects against passive network adversaries only).
