If I have my node setup to require RPC payments, does that mean that people who are using GUI wallets or any wallet that does not support rpc-pay will be unable to use my node? I have a few people connected to my node now who are configured to mine for rpc, because I can see their client ids. But I have around 60 inbound connections which are not using rpc-pay and I don't know what value they are getting since they

are not mining for rpc.

Yes. Inbound as reported by status. I am not sure what those large numbers of folks are doing connecting to my node if there is no value to them. None of the clients connected with rpc client ids are actually mining either. The list keeps growing of folks connected with client ids as well.
