It doesn't seem like the authors of that paper consulted anyone involved in Monero R&D. The intro itself contains various confused arguments (fees being problematic) and omissions (atomic swaps, Triptych).

That would put a 2 in 2 out transaction just below 1900 bytes 1870 - 1875 bytes. So 1900 will work for the reference transaction size

It is 5% for 2 in 2 out for 1 in 2 out the drop is from ~1455 bytes to ~1359 bytes or ~6.6%
