The timelocked tx can't be spent until the timelocked output is freed up, while its other outputs can be spent whenever. Useful for multisig failsafes in case some parties disappear.

Step 3, that tx can't be published until the timelocked output is free. Meanwhile they can still spend its outputs if the participants are on good terms.
