xiphon: does Linux / Windows cmake work? Should we add it to CI?

selsta: locally i always use build GUI using cmake on Windows for several months already

but it is broken with the recent monero submodule update, looks like something wrong with the compilation or linking flags

Linux cmake is not working yet

s/always use build/always build

ok I guess we can add Windows cmake CI once the submodule issue is fixed

and add other platforms once they start working
