does the GUI daemon swtich to safe mode after a complete sync?

yet another (probably windows) report of buggy wallet probably caused by corrupt blockchain

the GUI does not explicitly switch the daemon to safe mode

I think the daemon does that by itself?

Yes, the daemon handles safe mode itself, by calling 'safesyncmode'. Check /src/cryptonote_protocol/cryptonote_protocol_handler.inl
