IMO i would better not use 'local time' in tx unlock code, i would prefer unlock time being dependent only on the blockchain data.

xiphon local time wouldn't be used, except for a sanity check on the time stamp of each block which we have always had

for the timelocks: I'm much in favor of getting this min(...) option merged and making further improvements later. Important is as xiphon states that it is dependent only on blockchain data.
