Whatever you set. There is a predefined one called wallet2.description. There are others created dynamically IIRC.

Outputs within an account can be used simultaneously. Outputs from different accounts cannot.

It's a bookkeeping mechanism really. Subaddresses are treated more like aliases to the account, while accounts are treated separately.
