The development workgroup takes care of core stewarded stuff. So CLI and GUI. I would consider feather as an entirely new workgroup

We can also decide to add a lot of workgroups later on and divide them in categories. Like "development" "community" "creativity" "whatever", but let's get done with the new structure first :)
