its the last bit for dandelion++ support on monero

as in, it implements the dandelion++ protocol, to provide tx<->ip privacy against sybil p2p adversaries

or assist with, because its difficult to make provably private stuff in this context

I'll need to look back over some rpc stuff too, there might be some subtle ways to get information if you have a public rpc

I did that in the last series of patches, but theres always something :/
